This release suggests CI/CD job template for Golang and Rust projects, including cache setup, test report publish, test coverage report publish, and static anaysis report publish.

It also ships with below improvements:

1. Able to specify allowed/disallowed (via exclude pattern) email domain in security setting for self-sign up
2. User can no longer delete self-submitted issues
3. Able to disable issue/pull request/build watch notifications of users
